Authorized Special Inspector (ASI)
A person who has met the requirements set forth in this website to act as a Special Inspector, and has submitted the required information, has been approved, and is currently listed as an Authorized Special Inspector (ASI) on this website. For additional information see the Authorized Special Inspector page.
 
 
Building Inspector
A Building Inspector who is employed by the Mecklenburg County Code Enforcement Department.
Building Plans Examiner
Examines, approves or rejects, professional design documents to ascertain compliance with the North Carolina State Building Code.
 
 
Certificate of Occupancy (CO)
A document issued by Mecklenburg County Code Enforcement that allows a building or structure to be used or occupied.
Chapter 17 (of the North Carolina State Building Code - NCSBC)
This is the section of the North Carolina State Building Code (NCSBC) that sets forth the requirements of the Special Inspections (SI) process.
Contract Documents
Written and graphic documents that communicate the project's design and complete scope of work.
Contractor
A North Carolina licensed general contractor.
 
 
Daily Logs
Special Inspections (SI) activities listed by work day on a log.
Department
The Mecklenburg County Code Enforcement Department.
Designated Special Inspector (DSI)
A person who has met the requirements set forth in this website to act as a Designated Special Inspector (DSI), and has submitted the required information, has been approved, and is currently listed as a Designated Special Inspector (DSI) on this website. Discrepancy (Non-Conforming Work)
Work within the scope of Special Inspections (SI) that was not done in conformance to the approved Contract Documents, the Referenced Standard, or the Statement of Special Inspections (SSI). Any document uploaded to meck-si.com containing information about a Discrepancy shall be electronically tagged as containing Non-Conforming Work on meck-si.com. See Non-Conforming Work.
 
 
Fabricator
A Fabricator is the manufacturer of any structural load-bearing member or assembly that is manufactured or assembled at any location other than the construction site (off-site).
Note: The DSI may opt to inspect the Fabricator’s work onsite and exempt the Fabricator from the requirements of NCSBC Section 1704.2, provided all components can be inspected onsite and they meet the requirements of all other provisions of the SI Program. If not included in the Statement of Special Inspections (SSI), use of this exemption will require modification of the Statement of Special Inspections (SSI).
Fabricator’s Certificate of Compliance
The Fabricator’s Certificate of Compliance is a certificate that states “the Fabricator’s work as outlined in the scope of the Statement of Special Inspections (SSI) was performed in accordance with the approved construction documents”. This certificate is to be signed, dated and notarized by the Fabricator and submitted to the DSI (not the Building Inspector or the Department) at the conclusion of the Fabricator’s work. The DSI shall upload this to meck-si.com prior to issuing the Final Report for this inspection type.
Final Inspection
The inspection performed by the Building Inspector at the completion of work authorized by the building permit to determine the work conforms to all Mecklenburg Building Code requirements.
Final Report
This is the Final Report written by the Designated Special Inspector (DSI) indicating that all Special Inspections (SI) have been completed for one or multiple inspection tasks.

Non-Conforming Work   (a Discrepancy)
Work within the scope of Special Inspections (SI) that was not done in conformance to the approved Contract Documents, the Referenced Standard, or the Statement of Special Inspections (SSI). Any document uploaded to meck-si.com containing information about Non-Conforming Work shall be electronically tagged as containing Non-Conforming Work on meck-si.com.
Non-Conforming Work Log
Any work or test result that is determined to be Non-Conforming Work shall be listed in the Non-Conforming Work Log. Any document uploaded to meck-si.com can also be marked as containing Non-Conforming Work.
Non-Conforming Work Procedure
Any work deemed to be Non-Conforming shall be immediately brought to the attention of the Contractor and Registered Design Professional in Responsible Charge (RDPIRC) for correction. This information and all related documents shall be uploaded to meck-si.com and tagged as Non-Conforming Work. If these Discrepancies are not corrected by the completion of that phase of work the Discrepancies shall be brought to the attention of the Building Inspector. The Designated Special Inspector (DSI) is responsible for resolving or documenting the resolution of all Discrepancies.
 
 
Owner
A person or company who owns the construction project. An owner may assign a representative to make decisions on their behalf; however, the owner retains responsibility.
 
 
Pre-Construction Meeting
The Pre-Construction Meeting is required to take place prior to any on site inspection by the Department. The Pre-Construction Meeting includes the Registered Design Professional In Responsible Charge (RDPIRC), the Contractor, Authorized Special Inspector (ASI), and Designated Special Inspector (DSI). See Special Inspections Timeline, step three and four of the Special Inspections (SI) Process for more information.
Pre-Construction Meeting Checklist
This checklist is to be used as the basis for the Pre-Construction Meeting by the Registered Design Professional in Responsible Charge (RDPIRC) and the Building Inspector to ensure all required items are covered during the Pre-Construction Meeting. The Department encourages all parties to review the SI Program on meck-si.com prior to the Pre-Construction Meeting.
Pre-Construction Meeting Minutes
The Pre-Construction Meeting Minutes is a written record of the Pre-Construction Meeting. This record shall also include an attendance sheet with names, company, job title, phone numbers, and other contact information for all attendees. The minutes are typically written by the Registered Design Professional In Responsible Charge (RDPIRC) and uploaded to meck-si.com by either the RDPIRC or the Designated Special Inspector (DSI).
 
 
Referenced Standards
As a performance-oriented code, the North Carolina State Building Code (NCSBC) contains numerous references to documents that are used to regulate materials and construction.  The references to these documents within the code test consist of the promulgating agency's acronym and its publication (e.g., ACI 318) and a further indication that the document being referenced is the one listed in Chapter 35.  Once a standard is incorporated into the adopted code it becomes an enforceable part of the code.
Registered Design Professional in Responsible Charge (RDPIRC)
The North Carolina Registered Design Professional in Responsible Charge (RDPIRC) that has sealed the documents submitted for the permit that is the subject of the Special Inspections (SI). Be informed that the professional who completes the Statement of Special Inspections, the Appendix B, and the OnSchedule Review Application as well as submits the whole plan set to our Plan Review Office for review and permitting will act as the RDPIRC.
RDPIRC Letter
This is the final letter written by the Registered Design Professional in Responsible Charge (RDPIRC) indicating that the Special Inspections (SI) process, as described in the Statement of Special Inspections (SSI) has been completed.
 
 
Special Inspections Field Report
A log of daily Special Inspections (SI) activities and/or a field report documenting Special Inspections activities by the Authorized Special Inspector (ASI) and/or the Designated Special Inspector (DSI).
Special Inspections Firm (SIF)
A firm retained by the owner and approved by Mecklenburg County Code Enforcement to perform Special Inspections (SI) as required by NCSBC, Section 1704.
Special Inspections Program (SI Program)
The entire Special Inspections Program as outlined within meck-si.com.
Special Inspections Project (SI Project)
Any construction project permit that contains Special Inspections (SI). Whole construction projects are broken down by permit, and often one project may have several permits. The scope of the permit that contains Special Inspections is the SI Project.
Statement of Special Inspections (SSI)
This document is required to be completed and on the drawings close to the Appendix B for plan review. The Registered Design Professional In Responsible Charge (RDPIRC) is responsible for establishing the scope of Special Inspections (SI) and indicating it on the Statement of Special Inspections (SSI) for review by the Department during plan review. If any changes are made after plan review they are required to be clearly marked and brought to the attention of the Building Inspector prior to the Pre-Construction Meeting for approval. Major changes of scope may be required to go back through plan review.
Schedule of Special Inspections
This Schedule of Special Inspections document details the specific areas of the project that require Special Inspections per Section 1704 of the NCBC. This schedule describes the specific inspection tasks, frequency of inspections, and the associated Building Code reference or other Referenced Standard. The Registered Design Professional in Responsible Charge (RDPIRC) is responsible for completing this form. It is required to be uploaded to Meck-SI prior to the Pre-Construction Meeting.
Special Inspections (SI) Close out
The process in which Mecklenburg County verifies that all the required documents have been uploaded and are correct before any Final Inspections can be performed by the Building Inspector. The General Contractor (GC) or the Designated Special Inspector (DSI) must request an SI Close-out inspection by contacting the Department. NO Final Inspections (or TCO inspections) can be requested until the SI Close-out is completed.
 
 
Temporary Certificate of Occupancy (TCO)
A certificate issued by the Department that authorizes, for a limited period of time, for a specific portion of a building or structure (wherein all inspectors have determined), may be safely occupied prior to final completion of permitted work.
Test Results
Any figures, statements, results, observations, or conclusions that relate to Special Inspections (SI).
