Special Inspections (SI) Process

Plan Review
Step 1
Registered Design Professional in Responsible Charge (RDPIRC) determines the project specific SI scope and includes a Statement of Special Inspections and a Schedule of Special Inspections on the plans submitted for commercial plan review. The scope of required special inspections is set forth in the 2012 NC State Building Code (NCSBC) Chapter 17, and on this web site. (www.meck-si.com) The Building Plans Examiner reviews the project specific SI documents and either concurs or requests revisions. After all revisions are made, the plans are approved.
 
Permit Issued / Create Project
Step 2
Upon payment for permit, a permit number is issued and a Pre-Construction Meeting inspection is automatically scheduled for a futre date. At this point, all Building inspections are locked down until the Pre-Construction Meeting flag is resolved in the system. The next business day after the permit is issued, meck-si.com will allow the Designated Special Inspector (DSI) to create the new SI project and begin work.
 
Pre-Construction
Step 3
Prior to any work being performed at the jobsite, the DSI shall download and complete the Statement of Special Inspections and the Schedule of Special Inspections with the project specific information and upload the completed forms to meck-si.com. The General Contractor shall contact the Building Inspector (by cell phone) to set up a meeting time and date acceptable to both parties for the Pre-Construction Meeting. The Building Inspector will move the Pre-Construction Meeting inspection to the agreed upon date.
 
Pre-Construction Meeting
Step 4
On the date agreed upon, all Designated Special Inspectors (DSI), the RDPIRC, Building Inspector, General Contractor, and Subcontractors that are involved in the SI process are to attend the Pre-Construction Meeting. It is optional, not required, for the Authorized Special Inspectors (ASI) to attend the Pre-Construction Meeting. At the conclusion of the Pre-Construction Meeting, provided no further actions are required, Registered Design Professional In Responsible Charge (RDPIRC) will create the Pre-Construction Meeting minutes and the Designated Special Inspectors (DSI) will upload the meeting minutes to meck-si.com within 5 business days of the meeting. The Building Inspector will review the minutes and result the Pre-Construction Meeting inspection once the minutes are approved. Resulting this inspection will unlock the Building inspections on the Building permit.
 
Start of Construction
Step 5
During construction, the Special Inspections Firm (SIF) will visit the site at appropriate intervals to perform the tasks outlined in the Schedule of Special Inspections (SSI). The SIF will complete documents which will include the Daily Logs, Test Results, Non-Conforming Work Log, and other SI documents as required. The DSI will review these documents, sign and seal them as required, and upload them to meck-si.com The DSI is responsible for opening each document on meck-si.com to ensure it has uploaded correctly to the web site. In the event of Non-Conforming Work, the DSI will follow the Non-Conforming Work Procedure. If structural members are being fabricated off site, the Special Inspections Firm (SIF) shall verify that the Fabricator conforms to the requirements set forth in the 2012 NCSBC Section 1704.2.2 At the conclusion of the Fabricator’s work, the Fabricator shall submit a Fabricator’s Certificate of Compliance to the DSI.
 
End of Construction
Step 6
At the conclusion of the construction processes involving Special Inspections, any remaining SI documents shall be uploaded to meck-si.com. Each DSI will review the project and complete a Final Report for each type of SI work performed. The DSI shall sign and seal the Final Report and upload it to meck-si.com. After all Final Reports are uploaded; the RDPIRC will review all the Final Reports, the Statement of Special Inspections and the Schedule of Special Inspections. Once these documents are found to be in order, the RDPIRC will complete the RDPIRC Letter, and upload it to meck-si.com. The submission of the RDPIRC’s final report will lock down the project in meck-si.com. The RDPIRC will then contact Code Enforcement Staff to inform them that all documents have been submitted. A staff member from Code Enforcement will review the project file to ensure the following documents are in file: Statement of Special Inspections, Schedule of Special Inspections, Pre-Construction Meeting Minutes, at least 1 report from each ASI, a final report from each DSI and a final report from the RDIRC. If all of these documents are in the file, an SI final inspection will be scheduled for the Building Inspector. The Building Inspector will review the SI project file and approve or disapprove the SI final inspection. The Certificate of Completion or the Certificate of Occupancy will not be issued if the SI project file is incomplete or the SI final inspection has not been approved.
